EMERGENCY CONDITIONS and BASIC STAFF RESPONSE

BUILDING UTILITY FAILURES
UTILITY FAILURE WHAT TO EXPECT WHAT TO DO OTHER RESPONSES
• Electrical Power Failure Power only to corridor lights and RED plug outlets.

• Open Disaster Bin for flashlight, extension cords, etc.
• Know areas on emergency power.

Ensure that Life Support Systems are attached to RED plugs; be prepared to hand-ventilate.
Report to Supervisor.

• Elevator Failure (Electrical, Fire or Earthquake) Elevators will STOP and go to closest floor.  Doors will open.  Elevator will not move. • Remain Calm.
• Activate elevator cab phone.
• State name of building and that people are on elevator.
Do not attempt to open doors.  Do not attempt to leave elevator unless at floor level.  Assist patients from elevator.
• Loss of Potable Water Sinks and toilets inoperative. • Assess Clinical areas for priorities.
• Place sign on sink and toilet stating “DO NOT USE”.
• Triple red-bag toilets for human waste.
• Procure waterless soap from Materiel Services for hand-washing.
• Do not start procedures.

Notify Supervisor. Attend to equipment cooled by water or requiring water to operate.

• Medical Gas Failure
• GAS VALVE SHUTOFF
Gas alarm panel rings.
No oxygen, Medical Air or Nitrous.
• Hand-ventilate patients.
• Use portable cylinders.
Call Facilities to report; Call Materiel Services or Respiratory Care Services for portable cylinders.  NOTE: ONLY THE CHARGE NURSE can close medical gas zone supply valve as directed by Medical Center Facilities or the SFFD.
• Medical Vacuum Failure No vacuum or vacuum system fails. System in alarm mode. • Call Material Services for portable vacuum.
• Obtain portable vacuum from crash cart.
Call Facilities to report; call Materiel Services for portable suction.
• Natural Gas Failure • Natural Gas Odor
• No flame on burners in Labs/kitchen.
• Turn gas valve off.
• Open window to ventilate.
• DO NOT USE spark-producing devices.
Call Medical Center Facilities.
• Nurse Call System Failure No patient contact. • Use bedside patient telephone,if available.
• Detail a rover to check patients.

Call Clinical Engineering.
• Steam Failure No building heating, cooling or hot water. Autoclaves inoperative. Limited cooking. • Notify your supervisor. Conserve sterile materiels.  Distribute blankets, if necessary.
• Sewer Stoppage Drains backing up. Toilet overflow. • Do NOT flush toilet.
• Do NOT use sink.
• Place sign on sink, toilet and shower stating “DO NOT USE”.
Call Medical Center Facilities.
• Telephone Failure No phone services. • Use overhead paging system.
• Use pay phones.
• Use Centrex/Bypass phones.
• Use runners as needed.

• Informaton Systems Computers not functioning; Network down. • Implement departmental manual procedures. Call Information Technology to report at: X 3-9000
